A remodeler crossing the state line into York County needs a South Carolina license, not just a North Carolina one. We hold both, which is a smaller detail than it sounds and one worth asking any contractor about directly.

The state line is not a formality

Fort Mill and Tega Cay sit in South Carolina, a short drive down I-77 from our shop but across a state boundary that has its own contractor licensing board, its own building code adoption, and its own permit office. A general contractor licensed only in North Carolina cannot legally pull a permit for plumbing, electrical, or structural work in Fort Mill. Dovetail holds a South Carolina license in addition to our North Carolina one, which means the crew and the permit are the same whether the address is in Charlotte or across the line — it is a question we would ask any contractor bidding a Fort Mill project, license number included.

Baxter Village and the rest of Fort Mill are not the same house

Baxter Village is its own case. It is a New Urbanist neighborhood built starting in the late 1990s with narrow lots, front porches, alleys behind the houses for garage access, and kitchens that were designed from the start to open toward a family room rather than sit closed off — closer in spirit to a small-town main street than a typical subdivision. The rest of Fort Mill and neighboring Tega Cay run more conventional: 2000s and 2010s builder-grade construction on larger lots, oak or maple cabinets from the original build, and primary bathrooms with a garden tub and a separate shower that most owners want reworked into one larger walk-in shower. Both are common work for us, but they call for different design conversations from the first walk-through, and a Baxter Village kitchen almost never gets the same island layout we might draw for a larger Tega Cay lot.

How a York County permit actually moves

Plan submissionWe file the permit application and drawings with York County Building Codes once the design and selections are locked, at the start of the Build phase.
Plan reviewThe county reviews for code compliance before issuing the permit. This runs on its own timeline, separate from Mecklenburg or Union County across the line.
Rough-in inspectionAfter framing, plumbing, and electrical rough-in, before walls close up.
Insulation inspectionWhere applicable, before drywall goes up.
Final inspectionOnce the project is complete, closing out the permit.

Thirty minutes south on I-77

Fort Mill runs about thirty minutes from our South Boulevard shop, mostly straight down I-77 — one of the shorter drives in our service area, closer than Waxhaw and comparable to Ballantyne. That means the same one-project-manager, daily-text schedule we run everywhere else, with no separate travel line item. Tega Cay, just south, sits on Lake Wylie, and houses closer to that water carry the same humidity and ventilation considerations we watch for in Cornelius, on Lake Norman — a range hood that vents straight outside rather than recirculating, and a bath fan sized to the room rather than the builder minimum, matter more here than a mile inland, and we check for it on the first walk-through.

The Fixed Number and the date promise do not stop at the state line

None of our core promises change because a job is south of the state line. The design and every selection still happen before we write a single price, and a change order is still the only thing that moves that price once it is signed. The a daily date promise still runs against the completion date in the contract, whether the delay would have come from a Charlotte inspection queue or a York County one. The only thing that genuinely differs in Fort Mill is which permit office and which state contractor's license apply, and we treat that as our job to track, not something we ask a homeowner to sort out.

What tends to change on a Fort Mill project

Both. Fort Mill and Tega Cay are across the state line in York County, which requires its own South Carolina contractor license, separate from our North Carolina General Contractor license and the North Carolina building code. We hold both licenses and pull permits under whichever one applies to the address.

Do permits go through York County or somewhere in North Carolina?

York County Building Codes, for any Fort Mill or Tega Cay project. It is a separate office with its own plan review, fee schedule, and inspection order from the Mecklenburg and Union County offices we use on projects north of the state line.

What is different about Baxter Village compared to the rest of Fort Mill?

Baxter Village is an older, walkable neighborhood with narrow lots and alley-loaded garages, built from the late 1990s with kitchens already designed open to a family room. Most other Fort Mill and Tega Cay construction is more conventional 2000s and 2010s builder-grade.
